The Standards Institution of Israel
T
he Standards Institution of Israel (SII)
is responsible for standardization, cer-
tification and testing of the country’s
products and services, and is the focal point
of Israel’s quality movement.
Quasi-Government Status
Originally established in 1945 during the British
Mandate, SII was reconstituted as a statutory
body by the Knesset in 1953. The Standards
Law mandates SII’s responsibility for the prepa-
ration and publication of Israel’s standards and
other deliverables in all fields, such as products,
services and management systems. Under the
government charter, SII has quasi-government
status with the Director General appointed by
the Board of Directors, which represents the
organization’s stakeholders – industry, com-
merce, contractors, government, professional
associations and consumers.
Serving a country of 7 million, SII is able to op-
timize resources efficiently in a relatively small,
highly developed country by providing the triple
function of standardization, certification and
testing. SII is almost totally self-sufficient finan-
cially with its budget covered by the services
it provides.
International Standards Community
By conforming and contributing to the stan-
dards set by the international community, SII
enhances the global trade of Israel. SII repre-
sents Israel in the International Organization
for Standardization (ISO) and the International
Electrotechnical Commission (IEC).
Beyond the Law
SII strives to improve the quality of life for Is-
rael’s citizens above and beyond the standards
required by law. In addition to guaranteeing
safety and security, SII promotes good gover-
nance, fair trade practices and competitiveness,
quality, a sustainable environment and social
responsibility. Over the years, a greater pro-
portion of SII’s activities have shifted from the
product to the service sector.
Standardization
Standardization is the core function of SII.
The Standardization Division coordinates the
preparation of standards through the work of
hundreds of standards committees comprised
of thousands of volunteer representatives from
all sectors of the Israeli economy. These indi-
viduals hold key positions in their organizations
and are ranked as experts in their fields. The
use of Israel Standards is voluntary, however,
standards may be declared mandatory by the
responsible government ministry in the interest
of public health and safety or protection of the
environment.
Standards for All Spheres of Life
Israel Standards are prepared and published
to benefit the health, safety and welfare of all
members of the society. Standards are set for:
products and production processes; operations
and processes; services; management sys-
tems; IT and the Internet; and environmental
protection.
Testing Laboratories
SII maintains dozens of laboratories that
provide testing and inspection services for
most products and processes sold or em-
ployed in Israel. These laboratories have in-
terdisciplinary capabilities and range from
construction materials, textiles and foods
to chemicals, metals and advanced tech-
nologies such as electronic components and
products, computer software and hardware,
telecom and information security products.
In addition to testing and inspection, these
laboratories offer technical assistance to
businesses developing new products. This
assistance includes the preparation of specifi-
cations, testing, and identification and analysis
of failures.
Certification Services
SII’s Quality and Certification Division grants
certificates and other Israeli and international
approvals to products, services, processes and
management systems. As SII is Israel’s quality
leader, its certificates provide bearers with an
important marketing advantage that is increas-
ingly a prerequisite for business success.
SII operates a Product Certification Program that
warrants that a particular product conforms to
the standards set for it. Product certification
includes the Standards Mark, Safety Mark and
the Green Label for buildings that meet the cri-
teria of green building SI 5281.
SII also grants management system certifica-
tions. The Institute holds a comprehensive
certification system that provides service for
variety of needs in the economy and the Israeli
society. These include: SI ISO 9001:2008 for
quality management; SI ISO 14001:2004 for
environmental management, and SI (OHSAS)
18001:2007 for occupational health and safety
management systems.
Other standards certified include TL 9000 for the
communications industry, SI ISO TS 16949 for
the motor vehicle industry, SI ISO 27001:2007
for information security and SI ISO 22000 for
the food industry, Social responsibility, energy
management, etc.
