Real Estate Economics and Appraisal is a

veteran firmand one of Israel’s largest and

leading real estate appraisal companies. The firm

is a one-stop-shop providing comprehensive real

estate services in the private, business, public,

municipal and agricultural sectors. The firm has

seven partners and over 35 employees including

over 20 real estate appraisers, as well as econo-

mists, engineers, and professional assistants. The

firm specializes in providing real estate appraisal

services to leading Israeli companies and authori-

ties including financial institutions and banks,

construction and real estate companies, local au-

thorities, public agencies, insurance companies

and law firms.

Areas of Expertise

General Valuations and Securities, According to

Regulation 19 –

The firm specializes in general

valuations, including valuations for credit secu-

rities for financing organizations according to

appraisal regulation 19, and is included in the

register of appraisers conducting evaluations for

BankHapoalim, Discount Bank, First international

Bank Group (UBank, Bank Otzar Hahayil and Pagi

Bank), Mizrahi-Tefahot Bank, Union Bank, Mer-

cantile Discount Bank and Leumi Mortgage Bank

(income-producing property). The firm’s valua-

tions are recognized by all insurance companies

for credit purposes.

Valuations for Financial Reports, IFRS –

Com-

prehensive real estate appraisals are drawn up

for financial reports and prospectuses for public

companies and institutional bodies (according to

the IFRS accountancy standards). Some of the as-

sessments appear on the TASE website.

HandlingTaxation Issues –

Objections to the Israel

land Authority (ILA), Betterment Levies, Handling

clause 197 Suits and Expropriations – The firm

specializes in land expropriations for public needs

and in particular national infrastructure needs, as

well as suits for reductions in real estate value. The

firm supports commercial projects including as-

sessments prior to implementing deals, handling

tax matters and betterment levy issues before lo-

cal committees and objections to ILA payment

demands.

Urban Renewal –

The firm provides oversight ser-

vices and financial support, is approved in the

registry of supervisors of most leading banks and

financial institutions that supply financing for

construction projects, and provides responses as

Clause 197.

Agricultural Sector –

The firm specializes in ag-

ricultural land and provides consultancy to kib-

butzimandmoshavimon dividing family land and

inheritances. The firm has gained major experi-

ence in handling expropriation and value reduc-

tion suits.

The Partners

Yossi Barak–

Serves as consultant to local authori-

ties on betterment issues and to public bodies,

construction companies and real estate apprais-

ers and serves as chief advisor to the local com-

mittees of Hod Hasharon, Rehovot and Bnei Braq

municipalities. He has major experience in real

estate expropriation and conducting negotiations

with those evicted and owners.

Moshe Friedman –

A civil engineer, he provides

consultancy to real estate companies, institu-

tional agencies, and construction companies

and specializes in preparing business plans and

examining the viability of projects, and valuations

for financial reports (IFRS), valuations for credit

securities, supporting projects, and valuations of

business real estate assets.

Naomi Kapelner –

Serves as consultant to private

and public organizations on valuation issues,

valuations for betterment levies, value reduction,

supporting urban master plans, specializing in

valuations and building preservation.

Michal Shimkevitz –

Serves as consultant to pri-

vate and public organizations on valuationmatters

for securities needs, valuations for betterment lev-

ies, value reduction, expropriations and support-

ing urban master plans. Expert in representation

before appeals committees and filing objections

to the ILA.

Ra’anan David –

An economist engaged in valua-

tions for financial reports and prospectuses, eco-

nomic analysis of real estate projects for viability

and investment examinations, for Pinui Binui proj-

ects, and for credit securities purposes.

Yoav sheinkin -

An economist engaged in valua-

tions for a range of purposes including credit secu-

rities, betterment levies, economic examinations

of real estate projects and appraisal services for

kibbutzim and moshavim.

Irad Elad –

A civil engineer, hemanages the finan-

cial support sector, analyzes business plans and

prepares comprehensive reports.
