Practice Areas
Real Estate –
The firm specializes in initiating and
supporting large-scale residential projects, com-
mercial projects, malls, hotels, industrial areas and
office buildings, and supports development and
construction companies, land and home owners
and residents in homeowner and property man-
agement company projects. The firm handles real
estate deals including land and project sales,
private and commercial property rentals, combi-
nation deals, partnerships, residential and com-
mercial projects, registration in the land registrar,
etc. The firm has unique expertise in handling city
renewal plans including “Tama 38” (strengthening
old buildings, destruction and rebuilding of old
buildings) and “clear and build” projects. The Real
Estate Dept., headed by Eli Eshel, supports projects
from structuring deals and conducting negotia-
tions, contracts, tax issues, zoning plans (including
permits, plan approvals, and improving planning
results), to the construction and registration with
authorities. The firmhas expertise in urban renewal
projects including examining building rights, ten-
ders between developers, commercial agreements,
etc. The firmprovides comprehensive consult on all
real estate deal matters: ownership, tax planning
and other tax issues, initiating zoning plans, build-
ing permits (rezoning, facilitating building rights,
permits, building plan objections, administrative
petitions, etc.). Recent achievements: projects of
over 600 units in the Buyers Price project, manag-
ing combination deals for hundreds of units, found-
ing logistics centers covering over 100,000 sq. m.,
supporting from “scratch” commercial and offices
properties worth over NIS 500 million.
Antitrust, Competition and Regulation -
The Dept.,
headed by Gal Rozent, supports clients in all as-
pects of antitrust, competition and regulation, in-
cluding routine representation before the Antitrust
General Director in mergers, restrictive arrange-
ments, pre-rulings and criminal and administrative
investigations, representation before the antitrust
tribunal and all legal instances (in criminal, ad-
ministrative and civil proceedings) and advising
on M&As, JVs, restrictive arrangements, monopo-
lies and oligopolies. The Dept. also specializes in
representing clients in regulatory and legislation
proceedings. Successes include representing the
Israel Electric Corporation (IEC) in a NIS 4 billion
suit against Siemens, Alstom and ABB, for operat-
ing a cartel against IEC; Partner, in its infrastructure
merger with HOT, winning approval from the Anti-
trust General Director; Travel Agents Association
and its CEO in a criminal hearing – the case was
closed; Veterinarian Assn. Chairman in a criminal
hearing– the case was closed; Federation of Cham-
bers of Commerce before the Economy Minister,
contesting attempts by the Israeli construction
metal production duopoly to impose export levies
on scrap metal exports to hurt competition – the
attempts were rejected, etc. Clients include lead-
ing Israeli and global corporations including Intel,
Schindler Elevators, IEC, Partner, Israel Postal Co.,
Maccabi Health Services and Netafim.
Litigation & Commercial Agreements –
The Dept.
managed by Hagai Ashlagi, represents public, pri-
vate, government and international companies and
private clients, in commercial and administrative
litigation. The firm has vast expertise in handling
disputes, arbitration and mediation, in all courts
and is involved in commercial suits, class actions,
administrative legal procedures, real estate, in-
solvency, control struggles and disputes, libel,
sports and advertising laws. The Dept. represents
clients in commercial deals, including founding
partnerships, companies, share purchase deals,
JVs, sale and distribution deals, franchise and ser-
vices agreements. The Dept. has unique expertise
in sports law and commerce, and represents the
Men’s Basketball Super-league Administration,
Shvoong Sports Events and others. The Dept.

ternational proceedings tried simultaneously in
Israel and abroad.
