air Gaulan – Law Firm has been one of
Israel’s leading and most influential
criminal law firms for many years. The
firm believes that being a defense attorney is a

Yair Gaulan Law Firm – History and
Achievements
The firm was founded by Adv. Yair Gaulan in
1978. Adv. Gaulan became one of the most
successful, leading influential defense attor-
neys in Israel. Dr. Nachshon Shohat interned
at the firm (1999) and later became a partner.
Over the years the firm represented cases of the
greatest public and legal importance, alongside
hundreds of “regular” cases – both light and
heavy – which required the professional atti-
tude and the devotion to the clients’ affairs and
distresses.
The firm is proud to have been involved in
many precedents, in which its ability to conduct
in-depth research has prevented grave miscar-
riages of justice (including extraordinary suc-
cesses regarding correcting false convictions at
the appeal stage, including murder cases). The
firm’s activity contributed to shape fundamental
laws in the criminal, essential and deliberative
legal field. Adv. Gaulan and Nachshon repre-
sented several principal precedential cases
such as the Supreme Court “diaries” decision
balancing the defendant’s right to review in-
vestigative material and the accuser’s right to
their privacy; an additional deliberation at the
Supreme Court in front of 11 judges about the
definition of “public worker” regarding a bribe
offense; several principally important cases
regarding interpretation of 113 amendment of
the penal code (discretion in penalty) and au-
thority to digress from the “appropriate penal
area”; cases regarding freedom of speech and
sedition offense; major cases regarding bribe
and breach of trust; several precedential cases
involving extradition, and more.
Fields of Expertise
The firm has vast experience in all aspects of
criminal law, including grave cases, murder
offenses, economic offenses, “white collar”
violations, money laundering, bribe and breach
of trust, extradition and international crimes,
drug offenses, youth offenses, etc. The firm
advises and represents throughout the proce-
dures: advise before and during investigation;
arrest proceedings; hearing proceedings prior
to indictment; pardon or registration removal
requests; legal proceedings and extradition pro-
ceedings. The firm is especially experienced in
representation in front of the Supreme Court.
Adv. Yair Gaulan
• Adv. Gaulan interned and worked in adv. Sh-
lomo Tusia’s firm. In 1978 he founded his firm
and realized his vision in his unique manner.
• Member of the Criminal Law Arrangements
Committee (Arbel Committee) appointed by
the Minister of Justice – a standing committee
comprised of judges, senior academia repre-
sentatives and select attorneys, dealing with
legislation propositions regarding criminal law.
• Served on the committee of examining the
weight of judicial opinion in handing down sen-
tences, headed by Supreme Court Judge Eliezer
Goldberg. Adv. Gaulan wrote the minorities
view.
• Served on the Ministry of Justice Committee
for amending the evidence law (protecting chil-
dren) of the Ministry of Law.
• Member of the Ministry of Justice’s Commit-
tee for investigating and witnessing for the
disabled.
• Examiner in the Israel Bar’s oral exams, in-
terns’ acceptance exams.
• Adv. Gaulan believes in the importance of
teaching criminal law principles pertaining to
the practical work of the defense attorney to
lawyers and law students. A lecturer at the He-
brew University of Jerusalem.
• Many lectures to various professional
entities.
• Lectures at educational programs for the IDF.
Adv. Dr. Nachshon Shohat
• Ph.D. from the Faculty of Law at Haifa Univer-
sity. Dissertation: “The moral and legal duty to
protect the innocent from false-prosecution:
an analytic-critical study of the normative and
procedural obligations deriving from the legal
system” (2015).
• Graduate (magna cum laude) Law and Eco-
nomics and a M.A. (summa cum laude) from
Haifa University. Certified lawyer since 2000.
• Deputy Chairman of the Criminal Law Forum
of the Bar Association to the Knesset’s Consti-
tution, Law and Justice Committee. Has been
a representative of the Israeli bar in the com-
mittee’s discussions of the Knesset regarding
criminal law legislation since 2007.
• 2005-2013 Member of the National Ethics
Committee of the Israel Bar.
• Lecturer at the Faculty of Law, Haifa
University.
• IDF Lt-Colonel (Res.) Served as a Company
Commander in the Paratroopers Regiment).
