Givat Shmuel Municipality

G

ivat Shmuel, bordering with Ramat Gan,

Petah Tikva, Kiryat Ono and Bnei Brak,

was established in 1944, and recog-

nized as a city in 2007. The city has a popula-

tion of 25,000 residents and is in the highest

socio-economic bracket (cluster 8 according to

the Central Bureau of Statistics). In recent years,

Givat Shmuel has been enjoying economic and

social growth, renewal and social-economic

prosperity. According to D&B’s rankings, in re-

cent years, Givat Shmuel has become one of

Israel’s most prosperous cities. The city is in

a constant momentum of development, and a

young population seeks residence in it. The city

maintains economic forte, and in recent years

has been ranked at the top-tier in every param-

eter: it has the highest percentage of Eligible

for matriculation, among cities of, the lowest

percentage of students dropping out of school,

it is ranked second in the country in IDF enlist-

ment, and regarding the percentage of residents

performing military reserve duty, as well as be-

ing second in the percentage of academic resi-

dents, and more.

Dynamic City

In recent years, the city and its residents won na-

tional achievements in education, IDF enlistment,

in the percentage of academically educated resi-

dents andmore. The proximity to Bar Ilan Universi-

ty allows constant cooperation with the university

in a wide variety of areas. Givat Shmuel is enjoy-

ing thriving development and the construction of

the new neighborhood in the eastern side of the

city, which will complete Ramat Hadar neighbor-

hood. The plan covers 75 acres and includes 17.5

acres of open public areas, 2000 residential units

and extensive public buildings, including a high

school. This is the first major building program

since the late 90s, which will increase the number

of residential units in the city by 25%over the next

decade, leading to significant development and

renewal of Givat Shmuel.

Employment & Commerce

Givat Shmuel is located next to major highways

- route 4, has direct access to route 6 Yitzhak

Rabin Highway and Jabotinski route, and is close

to the two major medical centers in the Tel Aviv

Metropolitan Area – Tel Hashomer Hospital and

Beilinson Hospital, as well as located next to Bar

Ilan University. This accessible and attractive cen-

tral location, and the future route of the Tel Aviv

light rail passing through the city, alongside the

affordablemunicipal taxes, render a fruitful basis

for businesses and high-tech industries. The city

currently has two authorized complexes for imme-

diate commercial and employment construction,

extending over 200,000 sq.m.

Economy

In recent years, Givat Shmuel Municipality won

the Interior Ministry prize for proper management,

and it is due to receive a steadfast authority sta-

tus. Givat Shmuel Municipality has no deficits

and a growing regular budget surplus. It is an

independent authority and 80% of its budget is

from independent revenue sources (without sup-

port from government ministries). A substantial

percentage of the budget is allocated to formal

and informal education and salary components

of the budget are below 15%.

Education

Education is the city’s top priority, which has a

young and rejuvenating population - 38%of resi-

dents are aged 0-18. The city has five elementary

schools and two high schools, and is currently

constructing a state high school. Givat Shmuel’s

students are ranked 1st in Israel (among cities)

inma-triculation pass rate. Givat Shmuel won the

EducationMinistry’s 5774 district education prize

(central district).

About 40% of the city’s budget is spent on for-

mal and informal education. In recent years the

city promoted a host of multi-year educational

programs and projects, including the creation

of unique schools, computerizing the education

system through computers and accessories in

schools and kindergartens (smart classes, the

Google project in kindergartens, computerized

classrooms and more).

Environment & Healthy Life Style

In recent years, Givat Shmuel has made major

investments promoting values of sustainability,

as well as developing the city’s appearance, and

it is therefore renowned as one of Israel’s leading

cities for recycling. City parks have been built and

upgraded, including designated dog parks. Givat

Shmuel was awarded themost prestigious award

of the Council for a Beautiful Israel.

In recent years, the city built sports facilities, in-

cluding the municipal Sportech and new sports

halls. The city has joined the “Healthy Israeli Cit-

ies” network allowing residents to enjoy a rich

and wide range of free sports activities in schools

and public areas. The multi-phase project for a

network of cycle tracks around the city has been

implemented in recent years, and the city has

been holding the annual Givat Shmuel race for

1,000 professional athletes, fromaround Israel. In

addition, the municipality provides free wireless

Internet throughout the city, as a new service for

the city’s residents and its visitors.
