Noamand Associates is one of the steadi-
est law firms in the Tel-Aviv region. The
firm was founded by Adv. Haim Noam in
1955 and specializes in real estate law, cooperative
societies and commercial law. In 1989, his son Adv.
Ofer Noam joined the firm and the firm continued
developing. Adv. Erez Lelcuk joined and became a
partner in 1998, specializing in land and leading
huge real estate deals. The firm was involved in
the representation of developers in most buildings
and offices at the City Compound in Ramat Gan, in
residential neighborhoods in Tel Aviv, including Neot
Afeka, Ramat Aviv Gimel, the center ofTel Aviv, Ramat
Hasharon, Hod Hasharon and Herzlyia. The firmhas
vast experience in the representation of developers,
purchase groups, agreements for urban renewal (Na-
tional Outline Plan and Evacuation and Build) and
private buyers. The uniqueness of the firm relies on
the ability of its partners to be involved in most of
the cases, thus providing the client with personal
service, knowhow and dozens of years of experience
of proficient and highly competent lawyers.
Areas of Expertise
Cooperative Societies, Moshavim and Israel Land
Administration –
Since 1955 the firm handles co-
operative societies such as moshavim, cooperative
villages, working towns, settlement movements and
moshav members. Adv. Ofer Noam and Adv. Dan
Piella accompany many expansions at moshavim,
representing in lawsuits against Israel Land Authority
and is involved in most of the important Supreme
Court cases settlement issues. The firm deals in liq-
uidation of cooperative societies in the liquidation
of the cooperative pact of the Working Settlement
movement. Adv. Ofer Noamspecializes in family and
generation conflicts, especially regarding continuing
sons. In addition, Adv. Ofer Noam is active in the
field of societies by the Societies Registrar and acts
as investigator on behalf of the Registrar, as arbitra-
tor and taking part in the initiative to renovate the
cooperatives in the Legislation Committee of the
Cooperative Association Law. The firm was ranked
for three consecutive years as one of the five leading
firms in the field of cooperative societies.
Real Estate Department –
The firmaccompanies de-
velopers from the acquisition of the land, planning
procedures, sale/rent of units at the project until the
registration of the property under the name of the
buyers. The department, led by Adv. Erez Lelcuk, Adv.
Ofer Noamand Adv. AmosSassi, an experienced and
senior lawyer in the field, accompanies a variety of
the largest and most complex real estate deals in
the country. Recently, the firmhas been accompany-
ing projects such as office tower in Rothschild St.,
deluxe tower in Neve Zedek, residential complex in
Levontin Neighborhood, residential tower in Elifelet
St., residential towers in Machtesh St. in Givatayim,
residential buildings in Herzlyia, office buildings in
Herzlyia Pituach, Raanana, etc. The department also
accompanies purchasing groups at a scope of sev-
eral housing units in Tel Aviv, Herzlyia, Raanana, Kfar
Saba and Hod Hasharon, starting at the stage of land
purchase until construction completion. In addition,
the department handles urban renewal projects, in-
cluding deals according to National Outline Plan and
Evacuation and Build. In the past year the firm is sup-
porting several significant projects for Evacuation
and Build and Tama38, in hundreds of units in Tel
Aviv, Ramat Gan, Rishon Lezion, Rehovot, etc.
Litigation department –
The department’s lawyers
represent the firm’s clients in court in the fields of
real estate, cooperative societies, family disputes
over agricultural farms, lawsuits by moshavim for
historical rights against Israel Lands Administration,
Supreme Court cases in the settlement line, arbitra-
tion procedures in the frameworkof the Cooperative
Societies Order and commercial disputes.
Legal Precedents
The firm represents the settlement movement and
friendly societies. Among others, the firm represent-
ed the petitioner in guiding Supreme Court cases
regarding the farmer’s rights over his living parcel
and the decisions of Israel Lands Administration (Su-
preme Court File 7436/04 on Council Decision 969
regarding compensation for agricultural land and
Supreme Court File 2974/08 on Decision 979 regard-
ing the farmer’s rights to capitalize his rights in his
living parcel. Supreme Court File 1034/02 Kfar Aza
on the transfer instructions to Council Decision 717).
The firm represented Kfar Hess in its lawsuit against
Israel Land Administration both at the District Court
and the Supreme Court, as a result of these proce-
dures the town reached an optimal settlement with
Israel Lands Administration, in which the claimant’s
compensations were tripled. In the frameworkof the
complaint against Kibbutz Kalia (Civil File 11533/05
0 Kibbutz Kalia against Herti), the firmwon the case
against the kibbutz, setting a precedent that amem-
ber is not responsible for the actions of his spouse
and cannot be denied membership at the kibbutz
due to his spouse’s actions. The firm is involved in
many lawsuits regarding the rights of a continuing
son at his parents’ estate. The firm represented a
developers group from Kfar Daniel against which
the Israel Lands Administration filed a lawsuit for
“Forbidden Money Collection”. Following the firm’s
intervention, the lawsuit was erased without any
further hearing.
Community Activity
The firm represents Bible Lands Museum in Jerusa-
lem since its foundation and accompanies it in all
public activities in Israel and abroad. Recognizing his
contribution, Adv. Haim Noam was granted the mu-
seum’s notable award. The firm renders regular legal
support and accompaniment to ILAN, Israel Founda-
tion for Handicapped Children in real estate.
Publications and Articles
Adv. Haim Noam is the author of the book “Coop-
erative Societies – Rulings and Judgments”, which
became the leading guideline in the field of coopera-
tive societies laws and is frequently quoted by the
Supreme Court. Noampublished the book“Arrange-
ments Law in the Family Agricultural Sector” and
wrote many articles on the subject of cooperative
societies, which were published at the press, such
as “Until when the Farmers will Remain Silent?”,
“Distribution Justice Ltd.”, “Is a Gift on Condition
a Dependent or Independent Commitment?”, “The
Society and its Decisions – You’d Better ThinkTwice”,
etc. In addition, Noam lectures in agricultural con-
ventions, on behalf of the CooperativeSocieties Reg-
istrar in subjects related to cooperative societies,
green energy in rural environments (solar facilities)
and real estate rights in agricultural land. Adv. Erez
Lelcuklectures in real estate courses and perfection
studies for lawyers dealing in real estate.
