ack Chen and Yitzhak Yaari have been
partners since 2002 and in 2013 they
were joined by Michal Rosen-Ozer.
ack Chen and Michal Rosen-Ozer both for-
merly worked for the State Prosecutor’s Office.
Jack Chen served as a Senior Deputy special-
izing in economic offenses and Michal Rosen-
Ozer was in charge of Economic Offenses, and
specialized in conducting complex economic
cases. Yitzhak Yaari was a former member of
the Litigation Department at Yigal Arnon &
Co.
Legal Vision
The firm handles litigation and only litigation,
and is engaged first and foremost in manag-
ing crises for the clients requiring the firm’s
services, for most of whom this is their most
difficult hour after a criminal investigation has
been opened against them, prior to charges,
or after receiving the indictment or with the
flare up of a difficult business crisis.
From the moment that Chen, Yaari Rosen-Ozer
come onto the scene, clients are embraced by
close support and accessible service around
the clock by the supreme professionalism of
excellent lawyers that protect them and help
them successfully navigate the crisis, with
maximum reduction to the damage.
Despite the logistical difficulties involved and
while understanding that every case entails
an entire world for the client, the full handling
and responsibility of every case is dealt with
by the firm’s partners. Even when cases are
conducted by an overall team of lawyers with
various degress of experience, the handling of
the case, appearing in court and before other
external bodies are personally conductred by
a veteran lawyer with the direct responsibility
of the responsible partner.
The Criminal Sector
In the criminal sector, the firm specializes in
various areas including all aspects of mon-
ey laundering as well as representation in
criminal and civil proceedings (including fore-
closure); securities violations; antitrust; com-
puter crimes; corporate executive crimes and
cases involving the entire range of fraud.
The firm also represents public figures and
the range of crimes they are allegedly involved
in, such as: bribery, breach of trust and the
like, and employers, in crimes such as causing
death through negligence and matters relat-
ing to foreign workers.
The firm has an outstanding advantage be-
cause of its thorough acquaintance with the
law enforcement and prosecution authorities
and the manner in which these authorities
make decisions.
The firm accompanies clients in investiga-
tion, in their contacts with the prosecuting
authorities (including at hearings) and in
proceedings with bodies such as the State
Comptroller, government ministries, the Civil
Service Commission, disciplinary tribunals,
and more. The firm, of course, appears before
all courts.
Civil and Administrative Sector
Chen, Yaari, Rosen-Ozer provides civil litiga-
tion services in a range of areas.
Among other matters, the firm specializes in
commercial and contractual disputes; compa-
nies law; class actions; banking law (Adv. Yit-
zhak Yaari, who heads the Civil Department,
has written – together with Adv. Doron Tamir
– the book “Notes Case Law” which has been
printed in three editions (Nevo Publications));
environment; tenders and infrastructures; and
more. The firm also specializes in petitions to
the High Court of Justice and administrative
petitions.
The Firm’s Clients
The firm serves many private clients as well
as public and private companies, both Israeli
and international, government companies
and well-known institutional bodies.
Contribution to the Community
The partners of Chen, Yaari, Rosen-Ozer strive
to regularly include among their clients those
who are unable to afford quality legal ser-
vices. The firm represents clients as part of the
Israel Bar Association’s pro bono program.
Jack Chen voluntarily serves as the Israel Bar
Association’s representative on the statutory
committee of the public defender which is
headed by the Minister of Justice. He is also
a member of the administrative committee of
Tebeka for the integration of Ethiopian Jewish
immigrants into Israeli society.
Military Reserves Service
In the military reserves, Jack Chen serves as
a defender in the Military Advocate General,
and Yitzhak Yaari represents the IDF in civil
disputes in courts.
