ibai, Mann & Co. is one of the leading law
firms in Israel in the field of criminal law,
white collar and economic crimes, money
laundering, capital markets, antitrust, negligent
causing of death, homicide, defamation and de-
fense of human rights. The Firm is headed by two
professors of lawwith extensive experience in both
civil service and representing private clients. The
Firm is experienced and knowledgeable in advising
clients who have criminal law problems in foreign
countries, including providing assistance to sus-
pects and defendants in foreign jurisdictions who
are represented by local counsel. The Firmadvises
and represents clients in extradition proceedings,
inmulti-jurisdiction legal assistance inquiries and
requests for documentary evidence, and in pro-
ceedings for transfer of prisoners to serve sentence
in Israel. The firm specializes in litigation in all of
Israel’s courts, including the High Court of Justice,
criminal trial and appeal courts, administrative
courts, disciplinary tribunals and committees,
and government agencies. The Firm represents
suspects during investigations, preindictment
hearings, plea negotiations, trials, appeals, and in
ancillary proceedings before administrative courts,
parole boards, and in proceedings for presidential
pardons and commutations of sentences. The firm
represents elected officials, civil servants, lawyers,
doctors, accountants, engineers, police officers
and others in disciplinary proceedings, provides
legal advice on questions of ethics and represents
clients in ethics committees and in employment
and licensing suspension proceedings. The firm
provides legal services in the field of administrative
and constitutional law, including matters related
to immigration, citizenship, permanent residence,
tenders, and environmental and construction vio-
lations. The firm also represents clients in media-
tion and arbitration proceedings, and in family
disputes, including matters related to estates and
trusts.

The firm represents individuals and corporations,
including private and public companies, banks,
media groups and private businesses. Its clients
have included public figures, among them the
President of the State and Prime Ministers, gov-
ernment officeministers, members of Knesset, the
Chief Rabbi of Israel, the state comptroller, mayors,
city engineers, police officials, doctors, lawyers,
accountants, law enforcement personnel and busi-
ness leaders in Israel and abroad. The firmprovides
pro-bono legal services to the needy.

Prof. David Libai, Founding Partner -
Prof. Libai was
formerly Minister of Justice, Head of the Israel Bar
Association, Member of Knesset, Chair of the Com-
mittee for State Comptroller, Chair of the Committee
for Appointing Judges, Professor at Tel Aviv Univer-
sity Faculty of Law, Dean of Students, Founder and
Director of the Institute for Continuing Legal Educa-
tion of the Israel Bar Association and the Tel Aviv
University Faculty of Law, and Head of the Criminal
Law and Criminology Dept., Tel Aviv University. Prof.
Libai received a Ph.D. in Comparative Law from the
University of Chicago and an LL.M. from the He-
brew University of Jerusalem. Prof. Libai wrote the
legal textbook Arrest and Release Law, as well as
many articles in legal publications for which he was
awarded the Pinchas Rozen Prize. Prof. Libai is one
of Israel’smost influential lawyers, and hasmade a
substantial impact on shaping the legal system in
Israel, in his capacity asMinister of Justice, legisla-
tor, dean, law professor and advocate. The Israel
Bar presented Prof. Libai with the “Bar Award” in
2014, , the “Ethics Shield” in 2008 and the “Out-
standing Member of Profession” award in 2007.
Prof. KennethMann, Senior Partner -
Prof. Mann is
a member of The Israeli Bar and The District of Co-
lumbia Bar. He was formerly Chief Public Defender,
having founded the country’s public defender sys-
tem. Prof. Mann was chair of Tel Aviv University’s
Institute of Criminal Law; Chair, Committee on Crim-
inal Procedure and Evidence, Israel Bar Association
and was a member of the founding committee of
the International Criminal Bar; Prof. Mann teaches
criminal procedure at the Faculty of Law, Tel Aviv
University. He received a Ph.D. fromYale University
and studied law at Boalt Hall, Berkeley and at the
Hebrew University Law School. Prof. Mann’s pub-
lications include Defending White Collar Crime: A
Portrait of Attorneys atWork(Yale University Press),
SentencingWhite Collar Offenders (withWheeler &
Sarat, Yale University Press), and Plea Bargaining
in Israel (with Prof. Eliahu Harnon, Institute of Com-
parative Law, HebrewUniversity). He was formerly a
prosecutor at the Tax and Financial Crimes Division,
Israel State Prosecutor’s Office and associate at
Caspi & Co., Advocates. In 2009 Prof. Mann’s law
firm merged with Prof. Libai’s law firm. The Israel
Bar presented Prof. Mann with the “Outstanding
Member of Profession” award in 2007. Professor
Mann received the Zeltner Prize for Contribution to
Law and Society, awarded by the Faculty of Law,
Tel-Aviv University, 2016, and the Emil Grunzweig
Human Rights Award, awarded by the Association
for Civil Rights in Israel, 2016.
Daphna Libai, Senior Partner -
Advocate Daphna
Libai was admitted to the Israeli Bar in 1997. She
received the LL.M. fromNewYorkUniversitySchool
of Law, and the LL.B fromTel Aviv University, Ramot
Mishpat (cum laude). Advocate Libai served as law
clerk for Supreme Court Justice Yaakov Kedmi and
as legal intern for Adv. Hanan Melcer (currently a
Supreme Court Justice). In 2009 TheMarker Maga-
zine chose Advocate Daphna Libai as one of the
most promising young lawyers in Israel.
Dana Weiss, Partner -
Advocate Dana Weiss was
admitted to the Israeli Bar in 2004. She received
the LL.M. (summa cum laude) with thesis as well
as the LL.B. (cum laude) from the Tel Aviv University
Faculty of Law and is currently working on her Ph.D.
at Tel Aviv University Law School. Advocate Weiss
served as law clerk for the President of the Tel Aviv
District Court Judge Uri Goren.
In 2014 she won theWollf Foundation scholarship
for outstanding doctoral students. AdvocateWeiss’
academic research focuses on corporate respon-
sibility for human rights; she has presented on
this subject at conferences and published in the
Harvard Journal of Human Rights.
