The Firm’s Unique Practice Areas
Alongside specific expertise in routine labor and
employment law, the firm has sub-specialties in
labor, administrative and public law including
consultancy and handling issues related to the
interface between public service, disciplinary pro-
cedures and labor law regarding state and local
authority employees. The firm also has a unique
sub-specialty in labor law for companies and or-
ganizations with high personnel turnover in fields
such as construction, security and guarding, clean-
ing, nursing, manpower and catering. The firm rep-
resents and advisesmany organizations employing
foreignworkers and supports them in complex pro-
cedures involving the workers themselves and be-
fore the supervising authorities (EconomyMinistry,
Population and Immigration Authority, and other
government ministries). The firmhas expertise and
skills handling experts’ visas arrangements for or-
ganizations needing to employ foreign experts in
special (mostly national) projects requiring ma-
chinery and technology not found in Israel.
The Book “Migrant Workers in Israel: Law and
Practice”
The firm’s foreign workers sector is the personal
responsibility of the firm’s founder and owner,
Adv. Yair David, who wrote a comprehensive book
on “Migrant Workers in Israel: Law and Practice”
(published by the Israel Bar, 2011), and is the
only book in Israel dealing with all aspects of the
country’s migrant workers. In the book Adv. David
presents a legal and social outline of the issue and
the relations between State, worker and employer
and changes over the years. He describes the labor
court’s approach to this phenomenon and their dis-
cussions on individual disputes between workers
and employers in all sectors in which it is permit-
ted to employ migrant workers in Israel. The book,
whichwaswritten by Adv. David after many years of
representation and appearances in labor courts in
cases regarding foreign workers and their rights, is
considered a source of authority on the matter.

Adv. & Notary Hili Levit-Meir, Partner- She joined
the firm in 2006 and has rich experience in pro-
viding legal consultancy in labor law to large em-
ployers including statutory corporations; drafting
complex labor agreements; hiring and firing em-
ployers; tenders law in employment; and complex
issues in individual and collective labor law. Adv.
Levitt-Meir is an authorizedmediator with an LL.M.
(cum laude), Bar-Ilan University and B.A., Political
