1992, is one of Israel’s leading law firms

and antitrust law. LM’s 50 partners and associ-

ates provide legal counsel to major Israeli and

international companies as well as government

ministries and public entities with their extensive

experience, know-how and legal insights. LM’s

expertise encompasses a broad range of legal

matters including project finance and tenders,

commercial law and transactions, litigation and

administrative law, real estate, planning and zon-

ing, antitrust and telecommunications. LM was

Practice Areas

Project Finance and Tenders:

As Israel’s leading

firm in project finance, LM has been involved in

most of Israel’s significant large-scale national in-

frastructure initiatives, including highways, mass

transit projects, desalination and energy plants.

LM has been involved in all desalination projects

in Israel including Ashkelon, Palmachim, Hadera,

Sorek and Ashdod; LMwas involved in the Carmel

Tunnels project in Haifa, the Light Rail Train in Tel

Aviv (Red Line) and Highways 431 and 531; LM

advised Bank Leumi both as the financier of the

OPC power plant project in Mishor Rotem and

as the financier of a bidder in the BOT tender for

the relocation of army camps. LM was involved

in the financing to the Israeli partners in the Yam

Tethys project. Currently, LM is advising financial

institutions in financing the activities of gas dis-

tribution license holders. In addition, LM is advis-

ing financiers of solar energy projects, a group of

private investors with respect to a pumped stor-

age project. The firm represents Bank Hapoalim

and the European Investment Bank (EIB) in the

financing of a thermo solar power plant in Ashalim

and is currently representing Bank Hapoalim in

arranging the financing for the northern part of

Cross Israel highway. LM is also representing the

Israel Ports Company in the projects for the con-

struction of Haifa and Ashdod Ports and in the

project for the selection of a global operator for

the operations of the Haifa and Ashdod Ports,

once constructed. In addition, the firm represents

the Israel Airport Authority in the tenders for the

construction of the new airport in the southern

part of the country.

Commercial Law & Transactions:

LM has exten-

sive experience in handling the most complicated

cross-border commercial matters, including com-

plex transactions such as setting up joint ven-

tures and start-ups, capital ventures, mergers and

acquisitions and acting as ongoing counsel for

public and private companies, local and interna-

tional firms in Israel and abroad. LM represented

Electra in a long list of transactions including their

merger with Hofre HaSharon and the acquisition

of Geo Energy. LM represented Electra Consumer

Products in various transactions including the

merger with Mahsanei Hashmal, the purchase

of Ace and the partnership agreement with The

Chayon Group. Furthermore, LM represented

Elco Contracting and Services in the acquisition

of Compax International 93 and the Afsek Group

activity and DSNR shareholders in the sale of their

shares.

Litigation:

LM represents clients in all the State’s

courts and tribunals including the Supreme Court

and Labor Courts. LM has particular specialization

in commercial litigation, tender law, administra-

tive petitions relating to planning and zoning,

torts, labor law, consumer law and telecom. LM’s

clients in this field include government entities

such as Israel Ports Company, Israel Airports Au-

thority, and private entities such as Bezeq, HP,

Elco and Visa Europe.

Real Estate, Planning & Zoning:

LM has outstand-

ing experience and know-how in legal matters

relating to land, planning and zoning and con-

struction including commercial, offices, public

and residential real estate. LM provides ongoing

legal counsel from the planning and development

stage of projects through construction, marketing

and registration with relevant authorities. LM rep-

resents major public and private bodies as well as

real estate developers, construction companies,

industrial firms and individual clients, such as

the National Roads Company and the Airports

Authority.

Antitrust:

LM has one of Israel’s most highly ap-

preciated antitrust practices. LM is experienced in

working with the Antitrust Authority on regulatory

matters and specific cases. LM provides ongoing

counsel on the enforcement of the antitrust law

and represents clients before the Antitrust Com-

missioner, the Antitrust Tribunal and the Supreme

Court. LM provides ongoing counsel to statutory

corporations and private companies on antitrust

law regarding restrictive arrangements and cartels

and handles large scale mergers. LM also pro-

vides ongoing counsel to monopolies, oligopo-

lies and concentration groups in regards to the

limitation and regulation applicable to such enti-

ties. In addition, LM represents clients in various

criminal proceedings and provides legal counsel

from the first stages of an investigation and up

to the defense against indictments, including the

pipes fittings cartel; the gas marketing cartel; the

vegetables cartel and investigations conducted

in the distribution of books. Currently, LM repre-

sents a significant foreign manufacturer before

the Antitrust Tribunal and other judicial forums

in an appeal relating to an alleged global cartel

in the electricity field. Recently, the former head

of the Antitrust Tribunal and a Supreme Court

Judge, Mr. Jonathan Adiel, joined the firm as a

consultant.

Communications:

LM renders ongoing counsel to

clients including leading telecom providers and

high-tech firms with respect to issues of commu-

nications, internet and IT both locally and interna-

tionally. In addition, LM acts as an in-house legal

counsel to one of Israel’s major internet service

providers and international phone operators -

Bezeq International Ltd, and represents various

other telecom companies.
