Anat Biran (Rekem) – Professional Landmarks
Adv. Biran is one of Israel’s leading andmost promi-
nent lawyers in the field of planning, construction,
and real estate. In 1988, she qualified as a lawyer,
and since then, she filled a number of positions
that enriched her with professional experience and
knowledge in the field of planning, construction,
and real estate. In 1996, she served as chair of
the Planning and Construction Appeals Commit-
tee, Tel Aviv District, and during the 7 years of her
service, shemolded the spirit of the committee and
its working procedures, and ruled in thousands of
cases. In 2003, she joined as a senior partner with
the Yegnes, Toister, Biran & Co. law firm, and left
after 6 years, to open her firm.
From the many positions in the private and public
sectors that she filled, Adv. Biran has gained sub-
stantial experience in handling cases and support-
ing planning procedures. Adv. Biran has a thorough
familiarity with the real estate world, including its
legal, economic and planning aspects, which is
reflected in the work of the Firm. Since graduating,
Adv. Biran has filled a number of positions, includ-
ing as external legal counsel to the Hod Ha’Sharon
Municipality and the “Hadarim” Local Planning
and Construction Committee (88-95); legal advi-
sor for the Government’sMinister of the Interior on
Acoustic ProtectionMatters under National Outline
Plan 4/2; program researcher for the Government’s
Ministry of the Interior; liaison of the Israel Bar
Association for TAMA 38 matters on the Steering
Committee; chair of the Israel Bar Association’s
Planning and Building Forum. Adv. Biran regularly
lectures at courses and professional seminars in-
cluding those offered by the Israel Bar Association,
the Israel Appraisers Association, etc.
Practice Fields
Counsel and Representation in Planning Proce-
dures (Municipal Outline Plan) – The Firm’s team
specializes in accompanying plans, of all kinds and
stages throughout all stages of preparing the mu-
nicipal outline plan, to its approval by the planning
authorities, including representation in objection
procedures, hearings before the local, district and
national planning authorities, and in all legal in-
stances, including drafting of the transaction docu-
ments, and execution of the transaction.
Building Permits – Building Permits, Relaxation
and Non-Conforming Use –We counsels during the
licensing procedures, starting with collecting all in-
formation from the local planning and construction
committee, to drafting the permit requests, prepar-
ing written professional reviews, representation in
objections procedures, appeals to the planning and
construction appeals committee, and other relevant
committees, and administrative petitions.
Urban Renewal and TAMA 38 – Urban renewal proj-
ects and TAMA 38, both in the contractual-legal
phase and the planning and licensing phase. The
firmcounsels urban renewal and TAMA 38 projects,
from signing the land rights, through representa-
tion at the planning committees during the plan’s
approval process, up to approval of the plan, and
project execution. The Firm’s team also counsels
tenants and the various neighborhood and build-
ing residents’ committees, interested in a TAMA 38
or urban renewal projects. The support includes
securing a developer, negotiating on behalf of
the residents during the contract stage, and legal
support for the residents up to receiving their new
home.
Compensation Claims and Betterment Levies –
Claims for compensation for value impairment,
compensation for expropriation, and on the other
hand - appeals against land betterment levies. We
represent many building owners in large compen-
sation claims for impairment losses resulting from
the Tel AvivMunicipal conservation plan, andmany
other clients in complex betterment levies cases.
Litigation Procedures Before Judicial and Quasi
- Judicial Instances – Administrative motions, in-
junctions, Supreme Court petitions, development
levy legal actions, representation before the Land
Administrator and in objections before the various
planning committees, as well as in appeals before
the District Appeals Committee and the National
Committee.
Environmental Matters – Counsel on environmental
matters, inter alia, assistance in compliance with
environmental quality laws binding on plans and
representation.
CriminalProceedingsunder Planning andConstruc-
tion Law – Complex criminal proceedings under
Planning and Construction Law and the Business
Licensing Law at various judicial instances.
Municipal Matters – Procedures relating to devel-
opment levies and fees, business licensing proce-
dures, criminal proceedings, and support in various
matters in the municipal and administrative fields
including tenders law, and procedures relating to
municipal tax debts.
Real Estate Transactions – As part of our service,
we also accompany real estate entrepreneurs,
construction companies and private clients in
acquisition and development transaction for resi-
dential and office spaces, as well as profit-yielding
real estate, including industrial and employment
structures, commercial centers, tourism related
and hotel projects, infrastructures, etc. The firm
