supporting real estate deals, real estate taxation

cedures including contesting reparcelization plans,
preservation, etc., handling compensation suits for
harming plans and expropriating real estate and
betterment levies, including representation before

estate deals – combination deals, TAMA 38, clear
and build, purchasing groups, Israel Land Author-
ity, drafting wills and real estate tax. The firm also
has expertise in conducting real estate legal pro-
cedures including suits to liquidate partnerships,
eviction, endowments, torts, managing estates and
inheritances, etc. The firmhasmajor experience and
expertise in managing proceedings in all courts,
appeals committees, administrative courts, High
Court, and civil courts. The firm is headed by Adv.
Tzvi Shoob, who specializes in legal, planning and
commercial aspects of real estate, planning and
building. He founded the firm in 2006, after gaining
many years experience in real estate in his father’s
law firm– Adv. Moshe Shoob, a significant figure in
his field. Adv. Tzvi Shoob is amember of the Apprais-
ers Association, and the Appraisers Academy and
lectures at conferences, the Israel Bar’s Advanced
Training Institute, and frequently writes articles for
professional literature and themedia is chief editor
of the “Mekarkein” bimonthly real estatemagazine
and takes part in writing and editing “Lawyers on
Real-Estate”, an on-line newsletter on real-estate
and planning and building, edited and widely dis-
tributed by his law office to clients, and others.

Practice Areas
The firm has two departments – Planning, Building
and Litigation and Real Estate.
Planning, Building and Litigation Department
Plans&Land Betterment Promotion – Representing
land rights owners before planning institutions, au-
thorities and courts in promoting planning proce-
dures, to better properties and realize potential,
including reparcelization and licensing with the ad-
visors needed such as architects and appraisers. For
example: Handling rezoning of agricultural land for
construction, legal consultancy for national master
plans for the National Infrastructures Ministry, etc.
Handling Betterment Levies and Development
Agreements with Authorities for canceling or de-
veloping them, including conducting proceedings
before the ruling assessor, appeals committees
and the courts.
SupportingObjections to Harmful Plans – Acting for
objectors to harmful plans before planning institu-
tions, including increasing the allocations for the
union and division plans, or representing develop-
ers against objections to promoted plans.
Handling Compensation Claims for Expropriations
and Reduction in Value after Approval of Harmful
Plans (Clause 197) - Representing land owners and
entities harmed by plans/expropriation including
handling tax after receiving compensation. Major
experience in enlarging compensation and complex
suits with the authorities: National Transport Infra-
structure Co., Israel Railways, Israel Land Authority,
local planning committees, the Electrical Company,
etc. Handling Complex Legal cases related to legal
discussions in real estate. (Litigation) – Providing
legal consultancy and representation on real estate,
planning and building disputes on the substance
of real estate rights, aspects of owning and using
real estate, liquidating partnerships, contracts
law, eviction and compensation proceedings at
the individual level and before authorities (ILA,
local authorities etc.), and courts. The firm uses
an overall perspective for proceedings in terms of
planning and building, commerce, and purchasing
and conducts them in the most appropriate and
best way to realize the client’s rights, according to
their needs.
Real Estate Department
Real Estate Deals and Representation – The firm
represents land owners and buyers, developers,
contractors and individuals in all types of real estate
deals, including sale, combination deals, consid-
erations, purchasing groups, National Outline Plan
38, clear and build, etc. The firm renders support
and overall consultancy from due diligence checks
to rights completion and registration.
Supporting Developers, Construction companies
and individuals in residential, commercial and in-
dustrial construction projects, drafting contracts,
including planning, licensing and financing support
through completion of construction and registration
at the Land Registry.
Real Estate Taxation – The firm specializes in real
estate taxation, dealing with the real estate tax of-
fices, handling assessment disputes and appeals,
reducing real estate taxes and more.
