P

etroleum Energy Infrastructures Ltd. (PEI)

is the leading corporation for oil product

infrastructures in Israel. Fully owned by

the Israeli government, the company provides

state-of-the-art fuel oil infrastructure services to

the country’s entire energy market. Though serv-

ing a national mission, PEI is an economic entity

that functions according to market forces and

changing conditions in the international arena.

The company’s activities span the full spectrum

of infrastructure services, from export and im-

port, to supply, storage and piping of crude oil

and refined products to all needed clients.

In the Beginning

PEI is the heir to the Iraq Petroleum Company,

which was established in 1931 to transport oil

from Iraq via Jordan to Haifa, and on to Europe.

PEI acquired the license for this infrastructure

in the 1950s, when it was set up by the Israeli

government. The company’s storage capabili-

ties have been enlarged, pipelines expanded

and terminals constructed to meet the rapidly

expanding needs of Israel’s dynamic economy.

PEI’s piping and storage systems are deployed

throughout the country, and services are based

on uncompromising quality and reliability, as

well as highly skilled and experienced profes-

sionals. The company uses technological in-

novation in all areas of operation and places

quality of environment considerations at the

top of its agenda. PEI has a Diamond Mark

certificate for its seven quality marks: ISO

9001:2008 for OHS system, ISO 14001:2004

for Environmental management systems, ISO

18001: 2007 for control its occupational health

and safety, ISO 27001:2005 a standard for in-

formation security management, ISO 50001:

2011 for energy management system, ISO

22301 for BC management system and ISO

9301 in Safety traffic management system.

Areas of Activity

Storage:

PEI stores distillates, crude oil, fuel

oil, gasoil and all other refined oil products in

underground and above-ground fuel reservoirs.

These reservoirs are constructed and operated

by the company, which takes great care in en-

suring complete separation between different

products. Storage is spread over seven termi-

nals throughout the country, and each one is

fully connected to the oil sources (refineries

and ports) and consumption areas.

Piping:

Crude and refined products are con-

veyed via a nationwide network of pipelines.

PEI pumps fuel and pipes it to various custom-

ers such as refineries, airports, the Israel Elec-

tric Corp. (IEC) power stations and its own and

other distribution terminals for road tankers.

Environmental regulations are strictly adhered

to throughout the entire piping process and ev-

ery effort is made to protect the environment.

Marine Facilities:

Crude oil and refined prod-

ucts are loaded and unloaded by the company

at three oil ports and access piers, preserving

the environment by treating ballast and bilge

water discharged by ships. PEI separates oil

from water and returns water, cleansed and

clear, to the sea. The company has a J.V. re-

fined products port with EAPC, and has full ac-

cess to the EAPC crude pipes to storage and

blending terminals in the north.

The company has a modern truck-loading

terminal in the south. The terminal serves the

domestic oil market as well as export to the

Gaza strip.

Strategic Reserves:

PEI stores fuel inventories

for the State of Israel and supplies refined prod-

ucts to road tankers in times of emergency.

Power in Motion

To transport and handle crude oil and refined

products, PEI operates pumping stations, re-

ceiving stations, and a network of pipelines

deployed over a distance of 800 km, connect-

ing all company terminals by means of 6 to 18-

inch pipes. These pipes connect the refineries

with PEI’s storage facilities and link up with

distribution terminals such as Pi-Glilot, the

IEC’s power stations, and civilian and military

airports.

Protecting the Environment

PEI invests millions US Dollars annually to

protect the environment, applies innovative

methods and operates technologically ad-

vanced systems in order to minimize hazards.

A sophisticated command and control system

detects leaks, and a cathodic protective sys-

tem protects pipes from corrosion. Its staff is

trained to prevent pollution of seawater and

the company employs special equipment for

preserving the marine environment. In this as-

pect, the company is currently working on im-

plementing the ‘Northern Landscape Project’.

This project is an initiative especially designed

to relocate oil tank farms from the Haifa Met-

ropolitan Area to a new, safer, state of the art

facility, without increasing storage volumes.

This facility is destined to contain the oil tank

farms that are currently located at Kiryat Haim

(about 870 acers), Elroey in Kiryat Tivon and

Haifa’s Harbor (about 20 acers). This project

will allow to clear these areas for construction

and development purposes.
